Basingstoke and Tadley Citizens Advice announce Joint Leadership Arrangement
Citizens Advice Basingstoke and Citizens Advice Tadley & District are separate charities – both members of the National Association of Citizens Advice - providing free, impartial advice to the residents of Basingstoke, Tadley and their surrounding communities.
Following the recent announcement that Citizens Advice Basingstoke’s Chief Executive Officer (CEO) was leaving after 19 years’ service, the two organisations considered whether there would be mutual benefit in a shared leadership model, whilst retaining their separate identities. This was with the aim of better serving our existing communities, as well as preparing for wider collaboration and consistency in response to the creation of a North Hampshire Unitary Council.
Both sets of trustees concluded that having a shared CEO was the best way forward and have agreed an arrangement where Tadley’s existing CEO, Fraser Gleave, will lead both organisations. Fraser is an experienced CEO who has the skills, capacity and enthusiasm to make a success of the arrangement alongside strong leaders at each office – Katie Jennings at Basingstoke and Emma Blackburn at Tadley, each taking on the role of Chief Operating Officer.
Both organisations are pleased to confirm that Fraser will take up his new Shared CEO role on 1st July 2026.
This new arrangement will help position both organisations strategically for the future, will aid closer collaboration, and will help deliver more efficient and effective services. For the people we help and organisations we work with, services will continue as normal, with no changes to how people access advice and support. We will keep our separate identities and continue to do the best that we can for everyone we work with.
Tony Curtis, Chair of Trustees for Citizens Advice Basingstoke, said, “We are delighted to have Fraser joining us as our shared Chief Executive Officer. We are very grateful to our colleagues in Tadley for agreeing to this arrangement and for making it happen so quickly. We look forward to working cooperatively to continue to provide much needed services for our communities.”
Neil Hughes, Chair of Trustees for Citizens Advice Tadley, said, “Fraser is a talented leader who has more than seven years of experience in varied roles within the Citizens Advice network. I am sure this further collaboration between the Citizens Advice services in Basingstoke and Tadley will benefit the staff and volunteers at both organisations and the communities we serve.”
